Project Description

The new Toronto Courthouse will be adjacent to City Hall, at 10 Armoury Street. Ontario’s Court of Justice will vacate Old City Hall in 2021, making way for the city to build a new, Toronto-centric museum inside the 129-year-old Romanesque Revival building.

NEW TORONTO COURTHOUSE
The new courthouse will bring together several of Toronto’s Ontario Court of Justice criminal courts operating across the city.

The new 22-25 storey, 650,000 SF facility will offer state-of-the-art video conferencing capabilities in order to enable off-site witness and defendant testimony, a CCTV system, and AV systems for courtrooms.

Mulvey & Banani provided a high bandwidth, multiuser and multiple network ICT infrastructure and systems for network, telephone, master clock, security CCTV surveillance and access control. A flexible ICT pathway system was engineered for physical transport of voice, data and Audio/Visual cabling throughout the courthouse.

Security

A central Security Control Room provides full security monitoring and control of access systems. Extensive technology was integrated almost invisibly into all courtrooms. Video remand is provided to remote courtrooms inside and outside the facility, to allow remote testimony from distant facilities, or from vulnerable persons within secure zones of the same building. It also permits overflow viewing in adjoining spaces where it is in the public interest. MBII provided complete electronic security system design including all aspects of the networked centrally controlled security system (ISS) comprised of interior and exterior intercom, door control, video/audio surveillance and duress alarm systems. The NTCC is being partitioned into three separate security zones (prisoner, public and private) with security criteria defined for each area. The NTCH is being designed with extensive modern security controls from access control to blast-resistant exterior envelopes. Vehicular access to both buildings is via security crash gates. Police Sally Ports are at lower floor level for prisoner processing and transfer. Detention facilities are extensive (up to 37 cell) including cells ranging from eight- to single-person occupancies, female and youth cells, mental health and barrier free holding facilities. The design meets new MAG standards including cell doors with grade 1 security rating, security glazing and electromechanically controlled hardware, and CCTV/audio throughout cells and prisoner circulation.
